Biographical NoteJosé Pérez Caldas was the Uruguayan Air Force Commander-in-Chief at the time of the June 1973 coup d'état, which dissolved the General Assembly, and established Juan Maria Bordaberry as Uruguay's dictator until 1985. In 1974, Caldas retired from the military to become Ambassador to the United States and Canada.
